UNICEF has been working in Cameroon since 1975 in order to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financials and technical support to Cameroon across seven areas in an effort to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and effects of climate changes lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. Everyone is invited to take part in the struggle to meet the challenges that lie ahead. It is together that we will act for Cameroon, a country which summarizes the challenges and hopes of Africa.

How can you make a difference?

In line with the UPS funds given to UNICEF Cameroon CO to strategically enhance vaccine equity through Government Supply capacity, we recommend hiring a TA 9 months P2 Supply Officer.
The support will close the gap in procurement and administration of contracts in general and support contracts implementation and monitoring together with Programme of Health HIV and Nutrition Sections, partners and SD.

Summary of key functions/accountabilities:

Under the supervision of the Cold chain Supply & Logistics specialist, key expected outputs are:

  • Participate in the planning, implementation, monitoring, and evaluation of demand in collaboration with Programme Sections, SD and partners;
  • Advise on appropriate, cost effective, timely and innovative supply and procurement approaches to improve efficiency and transparency. Support resolving complex supply and procurement related operational issue.
  • Share partners’ requests with SD, monitor all stages of procurement, advise partner on best options for procurement and delivery.
  • Monitoring of Cost estimates, sales order, Purchase orders, Supply dashboard, delivery and pre alerts
  • Monitor the disbursement of funds for purchases / SOA / monitor reprogramming of funds ;
  • Supports Country Office to establish and develop the contact with relevant government counterparts in respect of procurement planning for essential supplies.
  • Provides advice on modalities of support, including but not limited to the provision of Procurement Services.
  • Provide input to capacity development initiatives in the area of Procurement Services in collaboration with the Sections ;
  • Prepare relevant procurement services reports to facilitate advisory support to Governments/National systems in defining and determining supply chain solutions.
  • Ad hoc support to the Cold chain supply & logistics specialist as required

To qualify as an advocate for every child you will have…

  • A university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.
  • A minimum of two (2) years of relevant experience, at the national and/or international levels, in public or private sector supply chain management and systems strengthening functions including setting-up of procurement, contracting systems, other directly related technical fields is required.
  • Experience in health procurement processes in particular procurement planning, demand and Category management of relevant supplies is considered an asset.
  • Fluency in English is required, working knowledge in any other language used by UN is an asset
    (preferably French).
